Principals of Conduct 



Safety


1. My first responsibility is the health and safety of all participants.

2. It is recommended that referees become certified in the basic
first aid and are aware of their club, league or state requirements in 
this area.

3. Be prepared to handle first aid situations as well as medical 
emergencies at all games:
a. Have and know how to use a properly supplied first aid kit/ice.
b. 911 emergency procedure/telephone location.
c. location of nearest emergency medical facilities.
d. Follow up all injuries with parents/guardians.

4. Know and understand the LAWS OF THE GAME.

5. Inspect players' equipment and field conditions for safety reasons.

6. Supervise and control players so as to avoid injury situations.




Referees: What can they do to make the game of soccer better for the players?

1. Know the laws and rules.

2. Be professional; i.e. Be on time, in proper uniform, be prepared, fit, etc.

3. Study the game and the spirit of soccer.

4. Attend meetings, clinics, and seminars.

5. Show respect to players, coaches, parents and spectators.

6. Explain rules, when needed.

7. Help less experienced referees.

8. Play the game to better understand it.

9. Seek evaluation from coaches/players.

10. Be assessed regularly.

11. Smile, enjoy the game.

12. Be firm, fair and honest.

13. Be consistent.

14. Accept only the number and level of assignments that can be done well.

15. Be neutral.

16. Know and use proper procedures.

17. Always remain calm.

18. Take each game seriously.

19. Implement good management techniques.

20. Show courage and confidence; avoid arrogance.



Ethics

1. Strive to maintain integrity within our sport.

2. Know and follow fall rules and policies set forth by club, leagues, state
and national associations.

3. Work in the spirit of cooperation with coaches, players and parents.

4. Be a positive role model.

5. Set the standard for sportsmanship between opponents.

6. Keep sort in proper perspective with education.

7. Encourage moral and social responsibility.

8. Just say no to drugs and alcohol.

9. Referees should continue their own education in the sport.

What can you do to make the game of soccer more enjoyable for the players?

1. Continue taking courses on the Laws of the Game.

2. Concentrate on the game rather than on the coaches and spectators factions.

3. Remain calm.

4. Do not make loud, offensive remarks.

5. Be a role model of fair play.

6. Be positive; avoid confrontation with any coach or spectator.

7. During games, leave the decisions to the players.

8. Give good guidelines to parents and coaches.

9. Set high standards.

10. Be firm and fair with calls.

11. Discourage unfair gamesmanship.

12. Communicate with coaches.

13. Play the game and encourage others to play.

14. Help other referees.

15. Delegate responsibilities.
